Wilson, Chicago\u2019s Uptown neighborhood is about to be hit with a devastating attack on its remaining low income housing stock, hitting its most vulnerable residents.<\/strong><\/p>\n<p>Activists with the homeless rights group&nbsp;<a href=\"https:\/\/www.facebook.com\/UptownTentCity\/\" target=\"_blank\" rel=\"nofollow noopener\" data-beacon=\"{&quot;p&quot;:{&quot;lnid&quot;:&quot;Uptown Tent City Organizers&quot;,&quot;mpid&quot;:1,&quot;plid&quot;:&quot;https:\/\/www.facebook.com\/UptownTentCity\/&quot;}}\" data-beacon-parsed=\"true\">Uptown Tent City Organizers<\/a>&nbsp;(UTCO) say that recent history shows that such closures lead to surges in homelessness.<\/p>\n<p>\u201cThe City\u2019s own homelessness count for 2016, derided by many as a severe undercount, nonetheless showed a&nbsp;<a href=\"https:\/\/www.cityofchicago.org\/content\/dam\/city\/depts\/fss\/supp_info\/Homeless\/2016PITHomelessCount\/2016PITSummaryReportFinal091216.pdf\" target=\"_blank\" rel=\"nofollow noopener\" data-beacon=\"{&quot;p&quot;:{&quot;lnid&quot;:&quot;9.4% surge&quot;,&quot;mpid&quot;:2,&quot;plid&quot;:&quot;https:\/\/www.cityofchicago.org\/content\/dam\/city\/depts\/fss\/supp_info\/Homeless\/2016PITHomelessCount\/2016PITSummaryReportFinal091216.pdf&quot;}}\" data-beacon-parsed=\"true\">9.4% surge<\/a>&nbsp;in Uptown\u2019s homeless population over just the previous year,\u201d said UTCO spokesman Ryne Poelker. \u201cThis followed the destruction of&nbsp;<a href=\"http:\/\/www.chicagohomeless.org\/advocates-work-against-city-ordinance-that-would-ban-cubicle-hotels\/\" target=\"_blank\" rel=\"nofollow noopener\" data-beacon=\"{&quot;p&quot;:{&quot;lnid&quot;:&quot;more than 2000 units&quot;,&quot;mpid&quot;:3,&quot;plid&quot;:&quot;http:\/\/www.chicagohomeless.org\/advocates-work-against-city-ordinance-that-would-ban-cubicle-hotels\/&quot;}}\" data-beacon-parsed=\"true\">more than 2000 units<\/a>&nbsp;of SRO housing on the North Side, including the Norman Hotel, the Lawrence Hotel, the Hazelton Hotel, and the Hotel Chateau, in James Cappleman\u2019s ward since he became alderman in 2011. Units lost in Cappleman\u2019s ward represent more than half of all those lost on the north side during this time.\u201d<\/p>\n<p>Service providers depend on SRO housing to transition people out of homelessness. Even Cappleman\u2019s and Mayor Emanuel\u2019s own half-hearted pilot program to permanently house residents of the \u201ctent cities\u201d living underneath Lake Shore Drive viaducts, relied on SRO housing as temporary transitional housing. It should be no wonder that when SRO housing options shrank, tent cities grew.<\/p>\n<p>The dwindling supply of SRO housing places even greater market pressure to increase rents for&nbsp;<em>all<\/em>&nbsp;moderately priced housing in a city where nearly half of Chicagoans are already \u201crent-burdened.\u201d Rent-burdened is defined as spending 30% or more of one\u2019s income on housing, according to a March 2017&nbsp;<a href=\"https:\/\/www.heartlandalliance.org\/povertyreport\/wp-content\/uploads\/sites\/26\/2017\/03\/FINAL_PR17_3_14.pdf\" target=\"_blank\" rel=\"nofollow noopener\" data-beacon=\"{&quot;p&quot;:{&quot;lnid&quot;:&quot;Heartland Alliance Study&quot;,&quot;mpid&quot;:4,&quot;plid&quot;:&quot;https:\/\/www.heartlandalliance.org\/povertyreport\/wp-content\/uploads\/sites\/26\/2017\/03\/FINAL_PR17_3_14.pdf&quot;}}\" data-beacon-parsed=\"true\">Heartland Alliance Study<\/a>. The same study notes that \u201cnearly half of Chicagoans are considered low income or living in poverty\u201d and that this correlates to the city\u2019s notorious violence problems.<\/p>\n<p>Cappleman has led a relentless, years-long campaign against affordable housing, leading protests against the ward\u2019s last affordable housing development, the successful Wilson Yards development, before he became alderman. Once elected, he instigated city inspections against the Wilson Men\u2019s Club Hotel and other SROs in an attempt to force their closure. When the Wilson Hotel passed inspections, he escalated further by introducing&nbsp;<a href=\"http:\/\/www.chicagohomeless.org\/advocates-work-against-city-ordinance-that-would-ban-cubicle-hotels\/\" target=\"_blank\" rel=\"nofollow noopener\" data-beacon=\"{&quot;p&quot;:{&quot;lnid&quot;:&quot;an ordinance&quot;,&quot;mpid&quot;:5,&quot;plid&quot;:&quot;http:\/\/www.chicagohomeless.org\/advocates-work-against-city-ordinance-that-would-ban-cubicle-hotels\/&quot;}}\" data-beacon-parsed=\"true\">an ordinance<\/a>&nbsp;to shutter it and the city\u2019s other, least expensive SRO. The lowest-price SROs are the only option besides temporary shelters or the streets for those on severely limited incomes such as Supplemental Security Income (SSI).<\/p>\n<p>A recent press release from City Pads, the new owner of the Wilson Men\u2019s Club Hotel,&nbsp;<a href=\"http:\/\/www.uptownupdate.com\/2017\/07\/a-statement-from-city-pads-on-wilson.html\" target=\"_blank\" rel=\"nofollow noopener\" data-beacon=\"{&quot;p&quot;:{&quot;lnid&quot;:&quot;boasted&quot;,&quot;mpid&quot;:6,&quot;plid&quot;:&quot;http:\/\/www.uptownupdate.com\/2017\/07\/a-statement-from-city-pads-on-wilson.html&quot;}}\" data-beacon-parsed=\"true\">boasted<\/a>&nbsp;that the firm \u201cis thrilled to offer modern, quality and affordable housing options for residents in the Uptown community\u201d by having \u201cat least 20% of the new units\u2026[as] affordable housing.\u201d The anonymously authored \u2018Uptown Update\u2019 website, a Cappleman mouthpiece, gleefully reprinted the developer\u2019s press release.<\/p>\n<p><strong>What Uptown Update ignored is that most people on SSI get so little income that they can\u2019t afford what\u2019s defined by local ordinance as \u2018affordable housing. Even if they could, 200 truly affordable units are about to be replaced by only 80 mostly market rate units, of which of only 16 would meet the city\u2019s dubious definition of \u201caffordable.\u201d So City Pads, previously responsible for the destruction of the Hazelton SRO on Montrose Avenue, will now preside over the net destruction of another 184 affordable units and yet gush on about offering \u201cquality and affordable housing options,\u201d giving a whole twist on the term \u201cfake news.\u201d<\/strong><\/p>\n<p>At least two non-profit organizations dedicated to maintaining the Wilson Men\u2019s Club Hotel reportedly were prepared to meet the asking price of the previous Wilson Men\u2019s Club Hotel owner, but never sealed the deal. Under the City\u2019s&nbsp;<a href=\"https:\/\/chicago.legistar.com\/LegislationDetail.aspx?ID=1903894&amp;GUID=85F84C55-14AC-4370-B6AB-CD1190240D76&amp;Options=ID%7CText%7C&amp;Search=%22single-room%22\" target=\"_blank\" rel=\"nofollow noopener\" data-beacon=\"{&quot;p&quot;:{&quot;lnid&quot;:&quot;\u201cSingle-Room Occupancy and Residential Hotel Preservation Ordinance,\u201d&quot;,&quot;mpid&quot;:7,&quot;plid&quot;:&quot;https:\/\/chicago.legistar.com\/LegislationDetail.aspx?ID=1903894&amp;GUID=85F84C55-14AC-4370-B6AB-CD1190240D76&amp;Options=ID%7CText%7C&amp;Search=%22single-room%22&quot;}}\" data-beacon-parsed=\"true\">\u201cSingle-Room Occupancy and Residential Hotel Preservation Ordinance,\u201d<\/a>&nbsp;owners of SROs wishing to sell their properties are required to first take a six-month period and attempt to sell to an entity dedicated to preserving the SRO. Only after that are they permitted to sell to market rate redevelopers.<\/p>\n<p>If indeed there were genuine offers to buy Wilson Men\u2019s Club Hotel during the six-month period, and yet the seller waited them out to sell to buyer who wanted to destroy the institution, this would appear to violate the spirit, if not the letter, of the City\u2019s SRO preservation ordinance.<\/p>\n<p><a href=\"https:\/\/www.facebook.com\/UptownTentCity\/\" target=\"_blank\" rel=\"nofollow noopener\" data-beacon=\"{&quot;p&quot;:{&quot;lnid&quot;:&quot;Uptown Tent City Organizers&quot;,&quot;mpid&quot;:8,&quot;plid&quot;:&quot;https:\/\/www.facebook.com\/UptownTentCity\/&quot;}}\" data-beacon-parsed=\"true\">Uptown Tent City Organizers<\/a>&nbsp;is a group of homeless and housed Uptown residents dedicated to defending the rights of homeless people from police and other City harassment. We believe that City resources currently wasted on harassing the homeless instead should be used to house people.
